Debbie,
Brown wilting leaves is a sign of Verticillium Wilt, which is a common fungal disease in maples. You may even notice entire branches dying off. Prune out the affected branches, and fertilize with a high-nitrogen fertilizer. Since it seems like a lot of your tree could possibly be infected, only prune out the sections that are clearly dead and then try the fertilization which will hopefully bring back the rest of the tree.
If you would describe the leaves as more "wilted and wrinkled" then the problem could be aphids. If you look closely, you may see small green insects on the leaves, or you may see the sticky honeydew they leave behind (depending on the time of year). Aphids can be controlled with an insecticide, or by introducing a natural predator, such as ladybugs. A local tree care professional should be able to confirm either infection and be able to treat it. Hope this helps!
